If you go into the Material Editor (Legacy), right-click on the parent folder of where you want to create your new multi material, then choose "Create new multi material".
Then you can right-click on the new multi material and choose the number of sub-materials you need. They will be given automatic material id's to correspond with the sub-material id's assigned to the different pieces of your mesh.

You can then assign your own textures this way.

(Substance instances generate the necessary textures for a material, usually in the materials folder)
