Launcher stuck repeatedly 'Initializing' any Project I try to launch

Hi I recently downloaded and trying installing and starting CryEngine on a clean build of Windows 7 and Windows 10. Both times I had installed the 2015 Visual Studio C++ Redistributable and verified DirectX was 11+ (12 in the case of Windows 10). Unfortunately the Launcher is able to create Projects and downloads the Engine but when I try to launch a Project it says it needs to be Initialized and says 'Initializing...' and then nothing happens. I've attached the relevant files, can anyone zone in on what the issue might be?

I've tried the myriad trouble-shooting guides. Do I need to have Visual Studio installed?

I tried a few things and was able to get the Launcher to open Projects in the CryEngine Sandbox Editor. I've listed my changes in order of estimated possibility that it was the fix.

    1. Installed Visual Studio 2017
    2. While attempting to install Amazon Lumberyard their installer loaded
      a. Microsoft DirectX Redistributable (Already had DX12 but this was the SDK version I believe
      b. Visual C++ Redistributable 2012
      c. Visual C++ Redistributable 2013 (2015 was already installed)

One of those solved the issue, I'm pretty certain it was installing Visual Studio 2017 because it didn't work when I did the Lumberyard stuff, only after I installed VS 2017 did it work.
